"A state's life cannot be made to depend on one man, as great as he may be, because then it is arbitrariness and, almost always, abuse that come to prevail.

In its essence, Fascist dictatorship is no different than Bolshevik dictatorship, because in Italy, just as in Russia, it is burdensome and abusive. The Bolsheviks and the Fascists created a monopoly of power in favour of their party and class; they imposed themselves by force, overlooking the law, which is an act of extreme gravity, because they proclaimed the primacy of force over legal rights.

In such a situation, there may always emerge greater forces that could remove the leader and then law, safety, authority, and the state itself are abolished."
