About the Author:

Marc Cardinal Ouellet is Prefect of the Congregation for Bishops and President of the Pontifical Commission for Latin America. Formerly, he was Archbishop of Quebec and Primate of Canada. Cardinal Ouellet held the chair of dogmatic theology at the Pontifical John Paul II Institute for Studies on Marriage and Family in Rome from 1996 to 2002 and previously taught theology in both North and South America.
