In 1940 Art was political advisor to Ambassador Joseph Kennedy in LondonAfter Kennedy left, Art was then Advisor to Ambassador John Winant and Executive Military Attach during the Battle of Britain. In 1943, Art went to North Africa with Gen. Eisenhower, as Chief of World Press, Censorship and Psychological Warfare for Allied Forces, Mediterranean. When the Germans surrendered in Northern Italy in April, 1945, Art handled the press.
